Parish Council Finance

The Parish Council receives a Parish Precept from Babergh District Council which is funded from council tax.  The Parish Council sets the budget in November and a precept request is agreed in January.  Finances are reviewed at ordinary meetings and the budget is regularly monitored against actual spending.

Parish Council finances are reviewed annually by an internal auditor. 

The Transparency Code for Smaller Authorities and came into force on the 1 April 2015.  The code applies to councils with an annual turnover not exceeding £25,000 and is therefore applicable to Kersey Parish Council.  Under the Code, Kersey Parish Council is required to publish the following information on its website:

  • All items of expenditure above £100 (Parish Council finance page)
  • End of year accounts (Annual Return on the Parish Council finance page)
  • Annual Governance Statement (Annual Return on the Parish Council finance page
  • Internal Audit Report (Annual Return on the Parish Council finance page)
  • List of Councillor responsibilities (Parish Council main page)
  • Location of public land and building assets (Parish Council main page)
  • Minutes, agendas and papers of formal meetings (Parish Council meetings page)
